DHS COUNTY ADMINISTRATOR I
Arkansas Department of Human Services
The Department of Human Services (DHS) County Administrator I is responsible forcoordinating departmental operations within a smaller county facility. This position isgoverned by state and federal laws and agency policy.
Typical Functions
Provides general supervision of the work of a subordinate staff by assigning and prioritizingwork assignments, providing instructions, reviewing work performed, and evaluatingemployee performance. Coordinates and integrates the delivery of services through departmental personnel bymonitoring the delivery system, identifying progress and problems, investigating complaints,notifying appropriate personnel, and implementing or recommending corrective action. Administers and monitors the Information and Referral System by developing and updatingresource materials and referral processes, tracking utilization of system through verbal andwritten reports, and contacting appropriate personnel to resolve system problems. Develops resources within the county by contacting community and provider organizationsto identify needs and assess programs or service availability, assisting with grant proposalpreparation, recruiting volunteers, providing guidance for the establishment andimplementation of programs and related policies and procedures, and monitoring theeffectiveness of program or service delivery. Develops county office procedures ensuring compliance with departmental and divisionalpolicy and disseminates new and revised departmental policies and procedures throughstaff meetings and in-service training. Develops, implements, and monitors the operational budget and monitors and approvesexpenditures; coordinates purchasing and inventory activities for the various divisions;monitors facility agreements and contracts, and prepares related reports. Performs other duties as assigned.

Ability to plan work unit objectives and operational activities, and to assign and direct the work of others. Ability to prepare, present, and review oral and written information. Ability to develop, monitor, and evaluate the effectiveness of programs and services. Ability to research, interpret, and apply laws and departmental policies and procedures.
Minimum Education and/or Experience
The formal education equivalent of a bachelors degree in sociology, psychology, public administration, business administration or a related field; plus three years of progressively more responsible experience in a human services program area or a related field, including one year in a management or supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
