Location: River Block Building - WR
FT/PT: Full-time 38.75hrs/week - WRS Eligible
Deadline to apply: 12/31/2017
Hiring Range: $16.76/hr - $19.16/hr (2018 Rates)

Job Responsibilities:


GENERAL FUNCTION
Responsible for accounts payable, accounts receivable, general ledger journal entries, compiling information to complete various reports and monthly reconciliation of various state reports to the general ledger. Works closely with the Assistant Fiscal Services Manager.

SUPERVISES
No supervisory responsibilities.

RESPONSIBILITIES
A. ESSENTIAL FUNCTIONS

  1. Utilize Excel, Word and Access to create and maintain personal computer programs, reports, and processes required by the Department. 
  2. Enter journal entries to the county’s General Ledger for Human Services Community Operations. 
  3. Prepare and enter vouchers for payment into the Accounts Payable system for semi-weekly payments to department vendors.
  4. Reconcile Community Operations’ liability accounts monthly and maintain tracking reports for the various accounts. 
  5. Reconcile state aid revenues and reimbursements recorded in the General Ledger to State of Wisconsin Community Aids Reports and Central Office Reporting (CARS and SPARC).
  6. Review monthly expense accounts at the function level in the department comparing budgeted amounts to actual.
  7. Review and Process monthly Revenue and Adjustment Integrations between TCM and General Ledger
  8. Review payroll reports entries to General Ledger for accuracy.
  9. Enter cash receipts into the county’s General Ledger for Human Services Community operations.
  10. Reconcile bank accounts for Community Operations in Human Services Department.
  11. Prepare monthly and annual reports to conform to reporting requirements mandated by the state and local government agencies.
  12. Responsible to know and practice the Safety policies of the County. Perform all job tasks in a safe and prescribed manner.

B. OTHER JOB DUTIES

  • 1. Assist in data entry to the annual operating budget.
  • 2. Prepare year-end work papers as assigned for various Community Operations.
  • 3. Any other duties, as may be assigned.


Job Qualifications:

EXPERIENCE, TRAINING, QUALIFICATIONS
High school graduate or equivalent. An Associate Degree in Accounting or Business and two to three years of bookkeeping experience required. Knowledge of and proficient skill with Excel spreadsheets is required. Familiarity with General Ledger software and the public sector is a plus. Ability to work under pressure, independently, and pay attention to detail is required. Basic everyday living skills are needed, as is the ability to understand and follow oral and written directions. Reading, writing, adding, and subtracting is needed for maintaining and creating various reports, data entry and general bookkeeping. Ability to maintain confidentiality is critical.

Basic office equipment used - telephone, personal computer, telephone, typewriter, calculator, copy machine, printing equipment, FAX machine and scanners.
