JOB SUMMARY:
The Deputy Program Administrator is responsible for the daily operations of the community-based State Operated Residential Program for adults with developmental disabilities, including several Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICFs/IID) and group homes. One group home is a transition setting for individuals who are dually diagnosed, ready for discharge from psychiatric in-patient care, but who are not ready to return to their previous living arrangements. The Deputy Program Administrator directs, through managers and supervisors, staff who provide direct care for the program’s members. The position also provides oversight for multiple contracts supporting the program and oversees the day-to-day program operations, including procurement and budget.

JOB DUTIES:
- Directs and guides subordinate staff in order to effectively operate a residential program
- Implements quality assurance measures for the program
- Ensures all incident reports (IR) are reviewed and filed in a timely manner
- Ensures personnel issues are addressed
- Develops goals and to ensure compliance with federal regulations and state standards, policies, and procedures
- Evaluates programmatic needs to develop budgets, allocate funds, and approve purchase requests
- Participates in management, staff, business operations, and Individual Service Plan meetings
- Federal regulations (Title XIX) for Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID)
- Fiscal management, including budget development, analysis, and tracking
- Principles of organizational management
- Positive behavioral support principles
- Educational requirements for a Qualified Intellectual Disabilities Professional
- Oral and written communications
- Interacting with diverse groups of people, including all levels of management, families, legislators, vendors, and the general public
- Leadership, motivation, management, and supervision
- Policy development
- Time and organizational management
- Gather facts, objectively analyze information, and implement a solution
- Assess the quality of residential and day programs

- Remain calm and respond effectively in emergency situations
- The candidate must possess at least three (3) years of managerial experience with operating multiple residential programs serving individuals with developmental disabilities.
- The ideal candidate will possess three (3) years of managerial experience in an Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF/IID)
- Have a current, valid state issued driver’s license appropriate to the assignment. Employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration, and must complete any required training (see Arizona Administrative Code R2-10-207.12).
- Apply for and show proof of receipt of a valid Arizona Fingerprint Clearance Card that meets Level One requirements
- Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees
- Candidates for this position shall be subject to a search of both the Child Protective Services Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459
- Successfully pass background checks and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
