Ketchikan, Alaska is a cozy coastal town, rich in community and culture. Ketchikan Indian Community has the honor to be the governing body for the Natives in the Ketchikan area. The tribe began direct delivery services to the Native residents with only two staff members in 1975. The staff has grown to over 150 employees with the increased identification of the tribal community needs. Beginning in 1992 KIC became a signatory in a compact of self-governance between Southeast Tribes and the United States of America, providing services to tribal members in a Government to Government Relationship, upholding Sovereignty for tribal members. The Tribal Council as the established governing body provides oversight and works in collaboration with the KIC staff, who focus on daily business operations to provide the highest quality of programs and services to Tribal Members. Traditional Southeast tribal values drive KIC. Position Summary
The Substance Abuse Program Manager is responsible for developing an annual work plan; implementing the work plan; managing the relationships with staff, members, and volunteers; developing relationships between KIC and other alcohol and substance abuse treatment centers and providers; and developing and managing relationships between KIC and community organizations, and facilitating the provision of Behavioral Health departmentâs Substance Abuse treatment program.
ESSENTIAL DUTIES AND RESPONSIBILITIES (Other duties may be assigned or changed)Â Â
Counsel people in crisis, and provide information and referrals for substance abuse prevention and treatment
Collaborate with Substance Abuse Service Providers & Substance Abuse Treatment Programs
Collaborate with leaders and volunteers to assist in substance abuse prevention support services and treatment
Provide substance abuse prevention information and education
Plan and lead recovery support activities, such as educational and outreach classes, events, retreats, etc.
Work with the Behavioral Health Department Director and Supervising Clinical Psychologist on marketing, education, and development for substance abuse programs.
Conduct substance abuse, mental health, and integrated assessments using evidenced-based screening tools
Use motivational interviewing and other psychotherapeutic interventions and techniques working with patients to adopt healthy lifestyles
Collaborate with Psychologists, Psychiatrists, Primary Care Physicians and other staff
Participate in the initial intake assessment and development of an individualized, comprehensive service plan/plan of care for each patient
Identify and facilitate education for staff within the clinic, patients, and families regarding substance abuse and plan of care.
Work as a team member to meet individual and group productivity targets.
Enhance the emotional well-being of tribal members, their family members and other eligible beneficiaries and patients.
Conduct research on conditions of Native Alaskan importance, participate in medical education and training of other medical personnel needed to sustain a robust and readily available substance abuse prevention, treatment and referral process to serve Tribal Members and patients

Must be able to work well with clients and the primary care team, able to work in a fast paced, patient â centered primary care environment with an interdisciplinary team in a tribal setting
Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services.
Ability to independently assess the psychosocial functioning and needs of patients and their family members and to formulate and implement a treatment plan, identifying the patient's problems, strengths, weaknesses, coping skills and assistance needed, in collaboration with the patient, family and interdisciplinary treatment team.
Ability to independently conduct psychosocial assessments and provide psychosocial treatment to a wide variety of individuals from various socio-economic, cultural, ethnic, educational and other diversified backgrounds. This requires knowledge of human development and behavior (physical and psychological) and the differential influences of the environment, society and culture.
Knowledge and experience in the use of medical and mental health diagnoses, disabilities and treatment procedures. This includes acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology.
Knowledge of psychosocial treatment and ability to independently implement treatment modalities in working with individuals, families and groups who are experiencing a variety of psychiatric, medical and social problems to achieve treatment goals. This requires independent judgment and skill in utilizing supportive, problem solving or crisis intervention techniques.
Ability to independently provide counseling and/or psychotherapy services to individuals, groups and families. Social workers must practice within the bounds of their license or certification.
Ability to provide consultation services to other staff about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment.
Ability to independently evaluate his/her own practice through participation in professional peer review case conferences, research studies, or other organized means.
Knowledge and skill in the use of computer software applications for drafting documents, data management, and tracking, especially those programs in use by KIC.
Thorough understanding of ASAM Levels of Care with experience overseeing Level 1.0 Outpatient and Level 2.1 Intensive Outpatient treatment programs.

Physical Activities and Work Environment
Long hours in front of computer screen. High op-tempo and multiple projects being worked consecutively. Traveling occasionally, using air and water transportation to out-of-town meetings and functions. Due to nature of positon and needed time frame to accomplish travel, individual must be able to travel by air.
