JOB SUMMARY:
The DDD (Division of Developmental Disabilities) Support Coordination Area Manager is responsible for the management and supervision of staff who are responsible for direct contact with the Division's members; whom conduct needs assessments and ensure provision of services in accordance with federal and state regulations, rules, policies, procedures, and guidelines.
JOB DUTIES:
- Manages and coordinates Support Coordination (SC) functions for approximately 1565 members, with emphasis on programming and ensuring compliance with federal and state requirements. Ensures documentation is complete, including case records, consistency in SC, implementation, and overall applications.
- Works with programs and/or resource development to ensure services and providers are acquired to meet members’ needs as ascertained by SC. Coordinates health care issues with the Division's health care services. Establishes and maintains good rapport and open communication.
- Attends meetings with community advocates, advisory committees, providers, managerial, and administrative staff. Provides input on designs for systems and work plans. Develops, approves, and implements strategies, goals, objectives, policies, procedures, and guidelines to define those systems and area operations relevant to District and Division, as well as for delivery of multiple services.
- Hires, trains, directs, monitors, and evaluates subordinates to ensure qualified and competent staff are capable of meeting performance standards. Completes all personnel actions required including the Management Accountability and Performance system (MAP). Monitors Employee Time Entry (ETE) time cards, travel claims, and requests for out-service training.
- Researches and takes appropriate actions regarding investigation reports, grievance resolutions and Notice of Action (NOA) appeals, by assigning appropriate responsibilities to staff and attending appeal hearings to represent the District and Division.
- Provides follow-up on incident reports and unusual incident reports by tracking that appropriate actions are taken to eliminate Rights violations, potential abuse or neglect, and other areas of concern. Interacts with internal and external stakeholders [i.e., Quality Assurance Unit, Department of Child Safety (DCS), Adult Protective Services (APS), and Program Review Committee (PRC)] as necessary.
- Acts as liaison to behavioral health SC, and the mental health agencies and/or providers they deal with, to problem-solve difficult cases. Attends staff meetings to assist SC to focus on the philosophy, policies, and procedures of District and Division. Ensures cost effectiveness studies are completed when required.
- Acts as back-up for the chair of PRC. Ensuring programs are reviewed, sharing outcomes of PRC meetings with all involved, reviewing emergency measure reports and requesting additional information as needed, helping all involved adhere to PRC guidelines. Other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Knowledge of:
- Federal, state, and local laws, rules, regulations, policies, and procedures relating to service delivery, personnel, contracting, fiscal management, and Title XIX.
- Principles of human service planning, program development, training, and development.
- Research and analysis components of organizational problem solving, organizational management and communication chains.
- Design and use of comprehensive data services, local, state, and federal resources.
- Division philosophy regarding service delivery and methods of supervision and familiarity of the needs of the developmentally disabled (DD) population.
Skill in:
- Analyzing complex problems and identifying and implementing solutions, oral and written communication skills in combination with creative thinking and group dynamics.
- Planning, developing, implementing, administering, managing, monitoring, and evaluating developmental disabilities support services, training programs, and health related services.
- Coordinating and administering through subordinate supervisors a network of home and community based services to members with developmental disabilities.
- Decision making, crisis management, negotiation, organization, supervision of personnel, delegation, and leadership.
Ability to:
- Analyze complex situations accurately and quickly adopt an effective course of action, various data reports, search, evaluate, and make decisions.
- Manage a complex array of projects with rapidly shifting priorities and time lines.
- Plan, organize, manage time effectively, and provide leadership to groups and individuals while motivating, leading, and supervising subordinate staff.
- Establish and maintain effective working relationships and communication with diverse individuals and community groups, such as members, parents and families, professionals, providers, advocate, and community planning organizations, elected officials, agency employees, media, and the general public.
- Consistently exhibit above average skills in reading, comprehension, calculation, negotiation, delegation, policy formulation, and leadership.
SELECTIVE PREFERENCE(S):
- The ideal/preferred candidate will possess a minimum of 5 years’ experience in applying federal, state, and local laws, rules, regulations, policies, and procedures relating to service delivery to individuals with developmental disabilities, which must include a minimum of 1 year of supervision of professional staff.
