DESCRIPTION

Department of Administration / Division of Personnel (DOP) / Employee Relations Section, Kanawha County - Manage the Employee Relations Section of the Division of Personnel. Provide administrative and support services in the formulation, implementation, administration and interpretation of personnel policy and procedure throughout state government. Supervise professional and clerical staff and direct their work; evaluate unit operations and develop, recommend and implement operating procedures within regulatory and statutory guidelines; research issues regarding personnel administration, policy, and statute; interpret relevant statutes regulations, and policies; analyze and interpret theory, principles, practices and regulations of professional personnel administration; develop and implement personnel administration; develop and implement uniform statewide personnel policies, guidelines, and instructions; provide assistance and support to department/agency managers, supervisors, and employees in handling grievance and disciplinary matters, policy interpretations, and application; represents the Director of the Division of Personnel at assigned functions; testifies at grievance proceedings; and oversees the criminal record check and register disqualification process of the division. MINIMUM QUALIFICATIONS

Training: Bachelor's degree from a regionally accredited college or university.

Experience: Six (6) years of full-time or equivalent part-time paid experience related to human resources or public administration functions, two (2) of which must have been in a supervisory capacity.
Substitution: Graduate coursework from a regionally accredited college or university may substitute for the required experience on a year-for-year basis.

Special Requirement: A valid driver's license may be required.
