The starting rate of pay for this position will depend on experience and qualifications. 

The grade range for this position is:

  • Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of his or her own team), and have regular and reliable attendance that is non-disruptive. Perform supervisory responsibilities which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City's policies and applicable laws.
  • Responsible to supervise the installation, repair and reading of water meters and resolving customer complaints. Work involves day-to-day operational planning, organizing, supervising and participating in installation and reading of water meter work. This position is responsible for performing job duties in an accurate manner in order to protect the health and safety of the citizens of the City of Fayetteville.
  • Plan, organize and supervise the day-to-day operations of meter reading and customer service functions of the City's water and sewer utility.
  • Train new personnel and assist in the inspection of subordinates work in the field. Assist in the evaluation of employee performance.
  • Coordinate with other City departments, private contractors, citizens and other government agencies and provide advice and guidance regarding local, state and federal regulations.
  • Prepare daily work schedules for all meter personnel. Assist in the preparation of personnel time sheets.
  • Assign account numbers for all water, sewer and sanitation accounts. Assist in the preparation of water billing schedules, division budget.
  • Review and prepare hi-lo reports, delinquent cut off lists, meter age reports, usage reports and similar records and reports.
  • Inspects customer accounts to ensure proper billing or utility services.
  • Resolve or assist in resolving problems with account numbers, house numbers, meter reading, delinquent accounts, leakage, installation and sizing of meters and related problems.
  • Maintain excellent pubic relations by assuring that public inquiries are answered in a courteous manner. Speak with citizens, contractors and engineers to provide advice and guidance regarding local, state and federal regulations.
  • Assist in responding to complaints, inquiries and requests for service from the public. Trouble shoots problem areas.
  • Perform other duties as assigned.

  • MINIMUM QUALIFICATIONS: 

  • High school diploma or GED and five years of related experience with a minimum of three years of supervisory experience.
  • Must possess a valid Class D Driver's License.
  • Grade 4 Arkansas Water Distribution Operator In Training License preferred.
  • Thorough knowledge of the municipal water service and distribution system is preferred, including the geography, streets and locations of water services and meters. Ability to learn the ordinances, rules and rates relating to water service; basic water flow, needs and sizing of meters to accurately match meters and customer needs.
  • Effectively communicate with others orally and in writing.
  • Must be proficient in the use of a computer and related software programs. Must be able to effectively operate standard office equipment.
  • Must be able to use addition, subtraction, multiplication, division, fractions, percentages and basic geometry.
  • Ability to read, analyze, and interpret common technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management.
  • While performing the functions of this job, the employee is regularly required to talk or hear. The employee regularly is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
  • While performing the functions of this job, the employee is regularly exposed to moving mechanical parts; fumes (when removing meter lids) or airborne particles; toxic or caustic chemicals; outside weather conditions and risk of vibration.
